Placeholder so `//go:embed all:static` compiles before the first sync.
The real overlay files are copied here from frontend/public/* by
scripts/sync-static.sh (local) or the Dockerfile (CI) — this directory's
contents (other than this file) are gitignored. Do not author overlays here.
